I've tried 819, 437 (as suggested earlier)  only difference is that the
STMF looks like garbage even on the iSeries

Isn't codepage 37 EBCDIC? So it'd be natural for the file to look like
garbage in Windows, which uses ASCII. You might try codepage 819
instead.
