It doesn't seem to work for me at v5r2.

The lower level on-error works, but the higher level one doesn't get hit.  
Instead, I get CEE9901 -
Application Error, unmonitored exception.

I've tried:
      /free
        monitor;
          Proc1();
          monitor;
            Proc2();
          on-error;
            dsply 'On-error lvl2';
            lvl2err = *ON;
          endmon;
          if lvl2err;
            err.msgData = 'Had Error at lvl2';
            Msg_throw(err);  // THIS THROW OCCURS
          endif;
          Proc3();
        on-error;  //BUT THIS ON-ERROR DOESN'T GET CONTROL
          dsply 'On-error lvl1';
          Msg_Catch(excpt);
          msg = excpt.msgData;
          dsply msg;
        endmon;
        dsply 'EndMon';
        *INLR = *ON;
        return; 
      /end-free

And this way:
