I think I have confused us both. If there is no relationship between BUS and
CONT there can be no relationship between BUS and OCCU. However there can be
a relationship between BUS and CONT with no relationship between CONT and
OCCU. The last one is the one i'm looking for.

I was thinking along these same lines for my response when I realized that
there may be BUS records that have NO CONT records as well.
