Unfortunately I can process both of the following SQL statements
1/.
 select * from File where
 FieldA  = ' '
There is no problem

and then I try
2/.
 select * from File where
(FieldA  <> ' ' and FieldB = DEC(FieldA))
There is no problem.
I understand with you saying that there are records with other than spaces
or numerics in FieldA, but my question then is why does 2/. work

There is a problem with the combination
 select * from File where
(FieldA  = ' ' or
(FieldA  <> ' ' and FieldB = DEC(FieldA)))
