Are the only messages available for use on the on-error statement
limited to messages in the QRNXMSG message file?

Yep. They're limited to the RPG status codes, or *FILE, or *ALL. Allwill catch anything and everything, but you can't specify a specificmessage unless it's one of the RPG status codes.
