curious as if it is reasonable to request changing PREFIX keyword to 
support *NONE as a prefix?

For example:
D OH            E DS                  extname(ORDERHDR) qualified
D                                     prefix(*NONE :2)



In V5R4, PREFIX allows an empty literal for the first parameter.  

  PREFIX('' : 2)
