What I do not see, is how I would access this common data in my programs without having to define the variables in the program using the Import keyword. If I do that, then I do not have any advantage in a service program with the data in it.

Yes, you are going to have to IMPORT it everywhere you want it accessible. I think his point is that the common service program owns the storage and does the EXPORT, so that _all_ of the other programs can do an IMPORT.

If there are a variable number of programs that can be sharing the data, how do you decided which one should EXPORT it and which ones should import it? This gets around that problem.

Personally I prefer to pass shared data around by procedure calls rather than EXPORT/IMPORT, but for those who do use EXPORT/IMPORT and have a situation where there is not a natural owner of the data, his technique seems to be a good one.
