In my opinion, if a programmer can understand RPG IV, she can understand

Buck, your experience obviously differs from mine. I've trained RPG II programs to write RPG III (years ago before IV), but the RPG III programmers' eyes clouded over at program-described files. .-)
I'm in favour of having programmers do the development, rather than try to have a tool do a mass conversion. I believe that in the end, you'll need those skills to maintain the modern application, so why go through the trouble of learning a tool on top of learning the new skills?
Agreed - for the most part. I go through a manual two step conversion whenever I convert RPG II programs: First to III, compile, and then straight to IV (and /free form usually). Depending upon the OCL, though, converting it to CL can be much more labor-intensive and time-consuming. On the other hand, as you said, it is a learning experience!
