Do you mean eof will be *on if I do below and RRN 3 does not exist in
MYFILE?

Yep - this is normal behavior.
For example, lets say you have a file with the following RRN's

4
5

using RRN of 3 to do SETLL on the sequential file, you will NOT get %eof
= *on.
Delete record 3, then doing the same SETLL of RRN 3 WILL result in the
%eof = *on
