I don't remember ever seeing a file type of CX in an RPG-II program on the System/36, it was always CP (combined primary) or CD (combined demand) depending on whether you wanted to use the RPG cycle for the workstation I/O or not. That said, for a CD file type you need to have a READ WORKSTN command after the EXCPT to make the program halt and wait for input. Try adding a READ after each EXCPT and see if it makes a difference. As I've never heard of a CX file type I'd try changing that to CD too.
