Can you combine Scott's suggestion with a /Copy source for you RPG, thereby eliminating the use of numbered indicators in your RPG? You would still use indicators in the DDS of course, but they'd be predefined and consistent across the shop.

What business problem are you trying to solve?  Perhaps we could offer
better advice if we understood why there is a prohibition on indicators...
