She can do it. But apparently all the classes she is finding are for 
teaching RPGIV to RPGIII programmers, so some proficiency is assumed. Not 
for people just learning the language.

I don't see why you can't write a program in RPG IV w.out III. A report
program, then an interactive, a subfile. I don't see why this can't be
accomplished.
