Read the SQL Reference--especially Appendix C. SQL Descriptor Area (SQLDA). It has the answers you seek.

a. packed decimal - IF LENGTH(13,2)
    system only return         SQLTYPE 484=Packed Decimal
SQLLEN BINARY(4) , how to translate to integer

484/485 Packed decimal  Precision in byte 1; scale in byte 2
488/489 Zoned decimal   Precision in byte 1; scale in byte 2

SQLLEN is a SMALLINT therefore 2 bytes. Simple division will separate the precision and scale.

b. fixed lenght -  IF DBCS
    system only return         SQLTYPE 452=Fixed character
SQLLEN 5 how to distinguish DBCS and SBCS

The SQLDATA field will contain the CCSID of the data. Use this to determine whether SBCS, DBCS, Mixed, or Hex.
