Below is a where clause using case statements.

Where FirstName =  CASE  WHEN :FName <> ' '  THEN :FName
                                                                    ELSE
FirstName
                                                                   END
     And LastName =  CASE  WHEN :LName <> ' '  THEN :LName
                                                                    ELSE
LastName
                                                                   END
