You've already got some nice suggestions.  Another suggestion (you may be 
new to rpg but perhaps you are not new to sql) is the following:
     C/EXEC SQL
     C+ Declare C1 cursor for
     C+  Select UserId,
     C+         substr(userFlag,5,1) as YepFlag
     C+  from MyTable
     C+  where substr(userFlag,5,1) = 'Y'
     C/END-EXEC
