program creation error

Hi,
   
  I am tryin to create program while i am gettin bellow error ..
   
  Program not created
   
  Not authorized to service program QYPSSRVS in library QSYS. 
Not authorized to service program QZCACLT in library QSYS.  
Definition not found for symbol 'datcvt2'.                  
Program ILEMODTEST not created.                             
Program ILEMODTEST not created.                             

   
  Here 'datcvt2' is another module m callin this module usin callb
   
  CRTPGM PGM(ILEMODTEST) MODULE(SHIVAKK4U2/PRTPGMR4 SHIVAKK4U2/DATCVT2) 
ENTMOD(*FIRST) 
   
  Can anybody help me out....
