OK folks the sourceforge project has been approved.

Anyone who wants to participate please email me off-list (or signup on the 
forums list linked below...) & I'll get you added to the project.  I have setup 
a forum for this project at http://www.tommyholden.com/phpbb2 .  This will 
allow us to communicate freely without tying up David's list resources (thanks 
David for letting us get this kicked off...)
