It is not in the data returned, or the data used in the
building of the string.  I've checked it on 5 different
machines.

If that was the issue, there would be more problems than
this one lone issue that I can't figure out.  :)

It's defined 128 alpha.

It's passed in via query string parm from a hyperlink.
 Using the QzhbCGIParse API to retrieve the value.
