You do not need to use the QC2LE *BNDDIR to access Integrated File System APIs (though you would need to use QC2LE if trying to use C runtime functions such as errno...). The Integrate File System APIs are implicitly resolved using the QUSAPIBD *BNDDIR (and if you check with DSPSRVPGM DETAIL(*PROCEXP) will find they're exported by QP0LLIB1).
