RPG technique - not too bad

HI I have a tricky bit of code to do. I am to present to the user
a work file that contains orders, incl. multi lines per order.

These records will then be sent to a CL that will facilitate
the records into PDF's that will be emailed to the manufacturing
plant.

Some of the records can be deleted from this work file, only Delete is
allowed here.

So the real file is never touched. However, we do want to
not allow the user to inadvertantly some lines of an order.

So I am wondering about the best way to do this in RPG.

I have to keep a count of how many lines per order. It is conceivable that
an order line is missing or skipped, so I can't just take the last line #.

Must I read everything separately?
