Have you looked at Imagemagic?? ( 
http://www.imagemagick.org/script/index.php )

It is not an RPG solution, but runs in the PASE environment.

I have had decent luck getting this version to work ( 
http://aixpdslib.seas.ucla.edu/packages/ImageMagick.html )
