There are api's out there to retrieve the list of file members.  Like
http://publib.boulder.ibm.com/infocenter/iseries/v5r4/topic/apis/quslmbr.htm

Then your rpgLE program could spin through that list of members and then 
your rpgLE program could open the file manually and use the member name in 
it's F spec EXTMBR(myVariable)

Or you could continue to be a dinosaur and use OVRDBF and old RPG and set 
yourself up to be declared obsolete and be outsourced.
