Sounds like a library list problem.  The caller cannot see the calling
program.  Are you sure both programs are in libraries that the job can see?

The other likely problem is the way you spelled the new program name.

The program is known to OS/400 as "RBRCLS3".  You probably did a call like
this:    C          CALL   "rbrcls3"    

So the system cannot find it because it is case sensitive on the calls.
