Well, you know that wouldn't surprise me - I've been reviewing a lot of
the code for the system, and the former programmers tend to lock the
entire table as opposed to a single record within it.

I'd wonder about the record lock myself.  Unless he meant to say that
the 
READE reads a million records, but does some further checking and only 
updates 10-100 of those records.
