According to everything I've read, and everything I've ever heard about INZSRs, they're not supposed to execute if the program is being called for a second or subsequent time in a job, if LR wasn't set in the previous invocation.
That's only true if the program remains activated. In OPM you could deactivate a program without setting on *INLR by running the RCLRSC command.
In ILE if running with DFTACTGRP(*YES), it's in OPM compatibility mode and therefore behaves like an OPM program.
If DFTACTGRP(*NO), then reclaiming the activation group would deactivate the program. (For example, with the RCLACTGRP command or CEETREC APIs)
If DFTACTGRP(*NO) and ACTGRP(*NEW) the activation group will be automatically reclaimed when the program returns, and therefore you don't need to manually reclaim it with a command or API.
