Not only that, make sure that the keyring files have the proper authority and you have to have your *SYSTEM certificate store (or the certificate store you're using) set up. I also believe in the case of Scott's tool you have to create an application in DCM and assign the proper CA's to that application. That may have been changed though... I'll let Scott comment on that.
