You were right joe. The person that made the change in the cl duplicated a
parameter.

In the calling program the parms for PreferredCity and InterlineCode are
the same, or are at least in the same memory location (the latter could
happen through basing pointers or overlaid fields in a data structure).
Check the call to the procedure.
