INCT is not an API no is it an opcode. It is an MI instruction (exposed via an ILE built-in and also as a procedure). As such it is hardly the first choice for someone "trying to get a handle" on APIs.
If this person "thinks" they have a use for INCT then they can accomplish the same result with a lot less effort by using the RPG IV support for Date/Time/Timestamp operations. Just use ADDDUR instead.
All of the MI Date/Time/Timestamp instructions require the caller to build a fairly complex set of structures describing the Date/Time/Timestamp formats for each operand. The RPG op-codes do this automatically.
Check the MI400-L list for a very recent discussion (and corresponding evidence of difficulty, frustration, and confusion) about using just one of these MI instructions (CDD).
So yes you can use INCT from RPG IV but you really wouldn't want to.
