It simple but maybe impossible. Port the OS/400 to the PC platform. Once both machine run the same operating system, they will migrate. Or you could do like Apple attempted to do back in the 70's and 80's. Donate enough machines to colleges and schools so that a significant portion of the student population is prejudice toward your hardware/software that when the time for decisions approaches, they will go with what is familiar.
