MYDATE         S           L         DATFMT(*USA)
EVAL   MYDATE = %date(%date:*USA)

The data date type is "D" in RPG. (But, it's "L" in DDS). Also, it's not necessary to tell %date() what the date format is. Since you've given the format on the D-spec, it knows what format to put the date in.

The following works on my box:

     D myDate          s               D   datfmt(*USA)
     c                   eval      myDate = %date()

Another way to do it is to omit the %date() BIF, and use INZ(*SYS) instead. For example:

     D myDate          s               D   datfmt(*USA) inz(*SYS)
