Your current web infrastructure might drive your solution unless you're willing to change it. Do you have WebSphere/Tomcat or some other web application server installed? If not you won't be able to use server side technologies like JSP's until you install one. If this is limited to just your department than Tomcat (free) on a PC would probably work fine. Do you have the original or Apache HTTP server running on your AS/400? If so you can use Net.data or CGI as was mentioned previously. Do you have a copy of WDSc? It's amazing the web apps you can create with limited Java knowledge.
