As 50 other people will probably tell you, you can replace the "runtime" override with the EXTFILE keyword. EXTFILE has no impact on compile-time, so it's not a complete solution, but it's about the best we can do at this point.
The thing that bothered me about your code was SHARE(*YES). It's entirely possible that you're using that for something, and simply haven't explained it to us -- but I've seen too many Sys/36 programmers that used SHARE(*YES) as a replacement for // FILE NAME-CKDESCMS1,DISP-SHR
SHARE(*YES) is nothing like DISP-SHR. If you think that they're doing the same thing, they're not. You don't need SHARE(*YES) unless you're sharing the ODP with another program.
