You can avoid the CL by using the EXTFILE keyword on the F-Spec. If the 
three files given are always in these three libraries, try:
FCKDESCMS1 IF E K DISK Rename(DESCMSFM:DESCMSFM1) Prefix(S1)
F ExtFile('CLOCFILE01/CKDESCMS')
F UsrOpn
FCKDESCMS2 IF E K DISK Rename(DESCMSFM:DESCMSFM2) Prefix(S2)
F ExtFile('CLOCFILE02/CKDESCMS')
F UsrOpn
FCKDESCMS3 IF E K DISK Rename(DESCMSFM:DESCMSFM3) Prefix(S3)
F ExtFile('CLOCFILE03/CKDESCMS')
F UsrOpn

You would still have to OVRDBF to compile (or create empty copies in a work 
library), but once compiled, the files should be found okay.
