You can define the signature in the export source member so that even if you recompile the service program it's signature won't change. That's equivalent to using LVLCHK(*NO) for a service program.

No it isn't.

Specifying STRPGMEXP LVLCHK(*NO) in your binder source is equivalent to specifying LVLCHK(*NO) on a file. But the act of using binder source is not.
