If you just want some rough estimates you might try something like assigning a length of time any screen changes, a different length of time to database changes, etc. Add to that a general factor for complexity of the program (purely subjective). When you get the results you can adjust them up or down depending on your general feel for the situation. This isn't real precise but it can give you a ballpark idea.
