Be VERY careful with CSV files.  Excel will not handle them properly
in all situations.  Most notably, Excel will ignore quotation marks
around fields that are supposed to be text if they contain only
numeric data.

Export a list of New Jersey zip codes to a CSV file.  Make sure there
are quotes around those zips.  Then open that file in Excel.  Not
good.

We use ASC's SEQUEL product (not just for this, but for a number of
things).  Good, but not cheap.  And POI will give you much more
control over your spreadsheets.

Before we got SEQUEL, we bought Kemetech's Conversion Suite (which we
still use to import Excel spreadsheets).  Good stuff for the money. 
If you just want to generate Excel and don't want to roll your own
with POI, check this out.
