Just to expand upon Kurt's answer.

A          S TCODE                     COMP(NE 'CU')
A          S TCODE                     COMP(NE 'PH')

means 
    Select TCODE NE 'CU' 
or  Select TCDOE NE 'PH'


[Marvin Radding: *Begin] 
Which means that TCODE = 'PH' will get selected on the first line
because it does not equal 'CU'.  This might be the source of your
problem. As suggested the following code provide by Charles will produce
the results you seem to want.
[Marvin Radding: *End] 


whereas 
A          S TCODE                     COMP(NE 'CU')
A            TCODE                     COMP(NE 'PH')

means
    Select TCODE NE 'CU' 
       and TCDOE NE 'PH'        


The existence of 'S' or 'O' in the select/omit column starts a new AND
group.

When you have multiple AND groups, they are OR'd together.
