Yes, they are different group. I don't know if they are within the data base 
group but they are separate. My boss indicated that it has been suggested many 
times that the RPG group take over the pre-complier but because of IBM 
politics, it has never happened.

Alan,

Could it be an internal division inside IBM?  Could the SQL pre-compiler be
the responsibility of the Database folks while the RPG compiler is with the
Language folks?
