You should specify the Physical File name, not the logical.  I'm not
sure if that will change your results, but it wouldn't hurt.

I assume the FETCH INTO matches the return types?  Actually, with static
SQL like this it should or I don't think it would compile.

What is the value of SQLSTT after you try the open?  You also may need
to look at the JobLog in debug and see if there are any messages there.
