You must create/save the document (to the IFS) with the following
CCSID (ISO-8859-1)

Example in word the default is (WESTERN EUROPEAN WINDOWS) which when saving to
the IFS corrupts some data elements, where as if you save it as (WESTERN
EUROPEAN ISO) the data is just fine.

Open a word or EXEL page and enter data: "hello world" (with the quotes)
because the quotes get corrupted using WE-WINDOWS but not WE-ISO.

Special thanks to my boss Gary for figuring this out.

Good luck.

Excel will open the file with .HTML or .HTM file extensions.

Yes.
I want to open the file using EXCEL.

Just out of curiousity, is there a reason you have named it with a .xls
