Nope.

I'm pretty sure you SOL, unless you feel like proving the axiom that anything 
is possible with enough time and/or money.  You could after all pay IBM for a 
TOOLTIP keyword for DDS.

Basic problem is that there is no intercalation between a 5250 terminal and the 
host prior to ENTER or a CA/CF key being pressed.

If you want to offer such a feature, move the screen to the web or to a thick 
client.  Actually, the you have the same problem at with a web screen.  There's 
no interaction between the web server and the browser till "enter" is press or 
a URL is clicked.  However, at least you can use client side scripting to 
handle it on the browser.
