You cannot use LIKEREC in this way.  You need to use LIKEDS.

LIKEREC can only be used against the format name of a record in one of the
files defined in the program.  An externally described DS does not
constitute a record format from LIKEREC's perspective.

It would be really nice if IBM would provide a way to use LIKEREC _with_ an
EXTNAME keyword so that you could use it directly in a nested DS .... but
.....
