Thanks for your help.  I suspected it was a buffering issue, or record 
blocking issue.

You're running into the old record blocking issue.  By default, RPG 
manages
the blocking size to optimize performance.  When the program "WRITE"s a
record to a file, that record may or may not become available to other
programs.

There are a number of ways around it.  My company executed many 
performance
tests before concluding that writing a record to a logical file solves 
this
problem best.  That was, however, back on V3R1.

Then we modified the RPG program to turn on lr prior to exit and that
resolved it.  We now see all 8 records.  Why? 
Buffering issue?  The called RPG program writes the records to this file.
