I agree that this would be useful - but it is not the right way to do it.
The only reason we have to use Based in this context is that RPG has no way
to indicate to the compiler that this is a template.  That support is what
is needed.

I believe that IBM had it on the "shopping list" last time around but it
didn't get many votes.  Probably so few people were using the template
notion that it didn't seem to have much value.

So - if you want this - ask IBM to "do it right"
