DUMP statement not working with ILE program -- RPG400-L

I'm having a strange situation here. I can't seem to get a trigger program to 
generate a dump.

The H spec looks like this:
H DftActGrp(*No) UsrPrf(*Owner) Debug(*Yes)

The DUMP is executed right after the input specs. 
There is an *INZSR initialization subroutine, but it's only setting key lists.

Any ideas what is happening?
