Hi Doug,

Yes I would love to try something like that, but a) Don't have time, b)some 
files have different layouts depending which program is using them. Then there 
is the problem of programs named exactly the same, in different libraries doing 
different things and sometimes using the same files and sometimes not. I 
couldn't believe what was happening the first time I discovered this, told of a 
problem with one program found the program, but it was not an interactive 
program as the user claimed then I discovered there were two more programs 
called exactly the same in different libraries both doing different things, 
there are about 80 to 100 duplicates like this, I could go on but I am afraid 
no one would believe what is on this box! :-)

We are currently going thru an exercise that will hopefully eradicate the S36 
from our box.

When faced with a RPG II to RPG IV conversion where the file layouts
did not remain compatible (for example due to true date fields in the
new files), I set up bi-directional triggers.

The S36EE file trigger would keep the native version in sync in
real-time, reformating as necessary, and the native file trigger would
do the opposite, propagating changes back to the corresponding S36EE
file.  This lets either file be used during the transition period and
programs replaced and implemented gradually instead of having a mass
cut-over weekend.

If your file layouts can remain the same, the RPG II programs can
access an externally described file just fine (when properly defined
as a program described file).  Of course, as Bob pointed out that gets
more complicated when the program described file used multiple
formats.
