Modules in a service program, and therefore the service program itself,
may need to use procedures in other service programs in the same
BNDDIR.  So the service program is not using the BNDDIR to find its own
modules, but those modules are using the same directory to find other
service programs. Since the directory ALSO refers to the service program
being created, there is some kind of conflict.
