"Is there any opcode that exits the whole program from within a procedure?"

The short answer is no, you have to issue a RETURN operation from the
mainline of the programs initial procedure to exit the program, and have
*INLR set to close the program down.

You've got the right idea in your handler procedure, but you will also need
to issue returns at each previous level of your invocation stack so that you
back down to the mainline procedure.
