ILE procedure calls can pass parameters by value (which is the default in C) or by reference (which translates to passing a pointer in C). ILE and OPM program calls can only pass parameters by reference (OPM programs did this long before they were called OPM).

That's my current plan.  It'd be nice to know there's a possible
alternative though, in case they're overly resistant to progress. :)

Sometimes it is better to believe (or make the customer believe) that there is no possible alternative :-)
