Joel, it depends. If it is for local use, choose the thing you like best. If it is for commercial use (or distribution) use the QCMDEXC or QCAPCMD API to do the two commands (mkdir and chgaut). You cannot expect that PASE is installed on other machines (if that is what you mean with "issue a shell command").
